Ex-ante-Evaluierung des Operationellen Programms Beschäftigung: Österreich 2014-2020

Abstract

2014 beginnt die neue Periode der Europäischen Struktur- und Investitionsfonds. Laut EU-Verordnung müssen die Operationellen Programme dazu einer Ex-ante-Evaluierung unterzogen werden. Vor diesem Hintergrund enthält der vorliegende Bericht die Bewertung des Operationellen Programms Beschäftigung in Österreich. Erstmals sind alle für Österreich geplanten Maßnahmen in einem einzigen zentralen Programm Beschäftigung integriert; neben den horizontalen Prioritätsachsen der Intervention ist der Übergangsregion Burgenland eine eigene Prioritätsachse gewidmet. Der Fokus der Programmplanung ist wesentlich stärker als in der Vergangenheit auf Ansätze zur sozialen Inklusion sowie auf den Bereich Bildung und Lebenslanges Lernen ausgerichtet und weniger auf beschäftigungs- und arbeitsmarktpolitische Ansätze im engeren Sinn.
