Ausländer in Österreich – vier Fragen zu ihrer Integration

Abstract

Das Angebot an ausländischen Arbeitskräften in Österreich wird seit den neunziger Jahren immer heterogener, zumal die Arbeitskräftemobilität innerhalb der EU steigt und sich die Zuwanderung aus Ost-Mitteleuropa verstärkt. Die Qualifikationsstruktur der ausländischen Wohnbevölkerung ist ausgeprägt bipolar und variiert zwischen den Nationalitäten. Während Personen aus dem früheren Jugoslawien und der Türkei in den unteren Bildungsbereichen überproportional vertreten sind, sind EU-Bürger und Personen aus Ost-Mitteleuropa häufig hochqualifiziert. Jugendliche aus dem früheren Jugoslawien und der Türkei weisen eine ungünstige Ausbildungsstruktur auf, doch hat sich ihr Bildungsmuster seit den neunziger Jahren, als der Trend zu weiterführender Ausbildung einsetzte, verbessert. Am anderen Ende des Qualifikationssystems stehen insbesondere hochqualifizierte ausländische Schlüsselkräfte, die zur Anhebung der Forschungsquote in Österreich beitragen. Durch die zunehmende Diversität ihrer Qualifikationsstruktur bei gleichzeitig steigender Arbeitslosigkeit infolge von Strukturwandel und Konjunkturschwäche sind heute die Ausländer in Österreich nicht mehr Nettozahler in das Sozialversicherungssystem, sondern Nettoempfänger.
