Hochwasserschutz in der Wachau. Eine Kosten-Wirksamkeitsanalyse von Baumaßnahmen in Dürnstein, Spitz und Weißenkirchen

Abstract

Das Hochwasserereignis 2002 in Niederösterreich hatte beträchtliche Vermögensschäden sowie Produktionsausfälle im privaten und öffentlichen Sektor zur Folge. Der Umfang der verursachten Schäden und die Betroffenheit weiter Bevölkerungskreise durch dieses extreme Wetterereignis haben die Frage nach einer Verbesserung des Hochwasserschutzes sowie einer effizienten Dimensionierung von Schutzmaßnahmen aufgeworfen. Im Zusammenhang damit ist die Forderung nach Richtlinien zur Festlegung des Schutzniveaus vor extremen Wetterereignissen zu sehen. Als geeignete Entscheidungsbasis erscheinen eine Risikoanalyse sowie ökonomische Analysen nach Regionen. Aus den Ergebnissen dieser Analysen können Empfehlungen für ein "optimales" Risikomanagement abgeleitet werden.
