Abstract

Wie kann eine qualitativ gute Betreuung und Pflege von aelteren Menschen in ihren Haushalten sichergestellt werden? Diese Frage ist in vielen europaeischen Laendern von grosser Bedeutung, da die staatlichen Leistungen oft nicht ausreichen, um den tatsaechlichen Bedarf an haeuslicher Betreuung und Pflege abzudecken. Illegal beschaeftigte Betreuungs- und Pflegekraefte kommen zum Einsatz. Der Umfang und die Art der illegalen Beschaeftigung sowie die angestrebten Loesungen werden fuer sieben ausgewaehlte Laender Europas vorgestellt. Es zeigen sich vielfaeltige Ansaetze zum gegenseitigen Lernen. Zudem wird deutlich, welche Forschungsbedarfe vorhanden sind. (How can high quality assistance and care for elderly people in their homes be assured? This is a significant question in many European countries as public assistance is often insufficient to cover the actual need for domestic care. Undeclared workers are often used as low cost means to meet this need. The breadth and the types of illegal employment, and the types of intended solutions are presented for seven European countries. The diverse approaches are given to contextualise each other and to show where further research is needed.)
