Abstract

Esta obra reúne varias contribuciones derivadas de las XXXIX Jornadas Internacionales de Derecho Penal, realizadas en la Universidad Externado de Colombia en agosto de 2017. El tema de discusión se centró en las modificaciones legislativas con alto impacto en el Derecho Penal colombiano, especialmente la recién creada Jurisdicción Especial para la Paz (JEP), producto del acuerdo final suscrito por los plenipotenciarios del Gobierno Nacional y de las Farc-EP en La Habana en noviembre de 2016, y la novedosa figura del acusador privado en el procedimiento penal colombiano incorporada en la Ley 1826 de 2017. Las investigaciones de los autores abordan temas que requieren especial atención y cuidado en el Derecho Penal internacional, en el ámbito nacional y en la justicia transicional. Así mismo, se estudia el procedimiento abreviado y la figura del acusador privado en el procedimiento penal, los cuales otorgan nuevos instrumentos jurídicos y facultades a las víctimas. Sin duda, los profesionales estudiosos del Derecho Penal y la ciudadanía interesada en las discusiones jurídicas y políticas encontrarán en este material un importante insumo crítico de estas nuevas legislaciones.
