Abstract

Como es sabido, el sector pesquero debe lidiar con circunstancias intrínsecas que complican su desarrollo desde generaciones: actividad incierta, sujeta a ciclos biológicos y fenómenos climáticos, así como incentivos corrosivos que generan en si los bienes de propiedad común. Estos factores hacen de este rubro un sector productivo y económico complejo, que dista mucho de ser un mercado, en donde los derechos de propiedad están claramente definidos. En esta publicación se presenta una aplicación del enfoque de cluster al sector pesquero de algunas regiones de América Latina. Ello no significa necesariamente que este concepto esté muy integrado al funcionamiento de esta industria. pese a que en ella se observan algunas características básicas de un cluster, como localización geográfica y la especialización, lo que permitiría pensar en la posibilidad de un desarrollo en esa dirección.
