RED 2020: Los sistemas de pensiones y salud en América Latina. Los desafíos del envejecimiento, el cambio tecnológico y la informalidad

Abstract

La protección social de siglo XXI en los países de la región estará fuertemente condicionada por la informalidad laboral, la automatización y digitalización de los procesos productivos, y, especialmente, por el envejecimiento acelerado de la población. En efecto, en los próximos 30 años, la proporción de latinoamericanos de al menos 65 años se duplicará, para alcanzar casi un 18 %. Este reporte se centra en la naturaleza de los desafíos que enfrentan los sistemas de protección social y las políticas públicas para abordarlos. Su foco primordial son las pensiones y la provisión de servicios de salud y cuidados para los adultos mayores. Su objetivo es ofrecer una visión integral y en profundidad de ambos sistemas, que tenga en cuenta las interacciones entre la estructura demográfica, el mercado laboral y los factores que determinan su equilibrio financiero y su sostenibilidad. Asimismo, ofrece algunas claves para construir una protección social para el adulto mayor que sea de calidad y financieramente sostenible.
