Hochschulen als Produktivitätsfaktor ihrer Standortregionen

Abstract

Hochschulen können die Wirtschaftsleistung ihrer Standorte sowohl direkt – über Produktion und Gehälter für den laufenden Betrieb – als auch indirekt – über Innovationen, Technologietransfer, Spin-offs und Start-ups – beeinflussen. Basierend auf einer ökonometrischen Paneldatenanalyse wurden erstmals für Österreich die Produktivitätswirkungen von Hochschulen auf ihre Standortregionen geschätzt. Die Ergebnisse zeigen einen signifikanten und positiven Zusammenhang zwischen der Größe einer Hochschule relativ zur regionalen Wirtschaft und dem regionalen Produktivitätsniveau: Eine einmalige Erhöhung des Anteils der Hochschulbeschäftigten an der Gesamtbeschäftigung einer NUTS-3-Region um 0,1 Prozentpunkt ist im Durchschnitt mit einem kurzfristigen regionalen Produktivitätsanstieg um 0,3% bis 0,4% bzw. einem langfristigen Anstieg zwischen 0,6% und 0,9% verbunden. Dies unterstreicht die Rolle von Hochschulen nicht nur für die Wettbewerbsfähigkeit Österreichs insgesamt, sondern auch für die Entwicklung der Wirtschaft in der jeweiligen Standortregion.
