Bundesvoranschlag 2011 setzt erste Konsolidierungsschritte

Abstract

Nach der Überwindung des Tiefpunktes der Finanzmarkt- und Wirtschaftskrise muss die Budgetpolitik wieder einen nachhaltigen Haushaltspfad einschlagen. Die Bundesregierung strebt die Senkung des Maastricht-Defizits unter die Obergrenze von 3% des BIP ab 2012 an; bis 2014 soll das Maastricht-Defizit schrittweise auf 2,2% des BIP gesenkt und die Schuldenquote bei gut 72% des BIP stabilisiert werden. Der Konsolidierungspfad für die Jahre 2011 bis 2014 beruht auf einem Konsolidierungspaket, das aus gesamtstaatlicher Perspektive gut zur Hälfte aus Ausgabeneinsparungen und knapp zur Hälfte aus steuerlichen Maßnahmen besteht. Die Einsparungen im Bundesbudget betragen kumuliert 8,1 Mrd. €, während die geplanten Steuermehreinnahmen zur Budgetkonsolidierung etwa 6 Mrd. € ausmachen.
