WIFO-Weißbuch: Modellsimulationen wirtschaftspolitischer Maßnahmen zur Förderung von Wachstum und Beschäftigung

Abstract

Die Simulation wirtschaftspolitischer Maßnahmen in einem Modell der österreichischen Wirtschaft ergibt eine Vielzahl von Kennzahlen, anhand derer die Wirksamkeit einer einzelnen Maßnahme eingeschätzt werden kann. Einige der im WIFO-Weißbuch vorgeschlagenen Maßnahmen können sowohl im kurzfristigen (WIFO-Macromod) als auch im langfristigen Modell (Austrian Long-run Macroeconomic Model) simuliert werden. Das kurzfristige Modell berücksichtigt dabei stärker den empirischen Zusammenhang zwischen wirtschaftspolitischen Maßnahmen und der österreichischen Wirtschaft, während das langfristige Modell die Auswirkungen auf den langfristigen Gleichgewichtszustand der österreichischen Wirtschaft besser darstellt. Langfristig positive Effekte wären demnach von der vorgeschlagenen Erhöhung der öffentlichen Aufwendungen für Forschung und Entwicklung und der Intensivierung der Aus- und Weiterbildungsmaßnahmen zu erwarten, während eine Ausweitung der öffentlichen Infrastrukturinvestitionen sowie die Senkung der Lohn-, Körperschaft- und Umsatzsteuerbelastung bzw. der Sozialversicherungsbeiträge das Wirtschaftswachstum nur kurzfristig steigern würden.
