Erste Evaluierung der Konjunkturbelebungsmaßnahmen seit 2001

Abstract

Die Konjunkturbelebungspakete 2001 und 2002 sehen zusätzliche öffentliche Ausgaben, vor allem im Bereich der Verkehrsinfrastruktur, und Steuererleichterungen vor. Eine Unternehmensbefragung des WIFO ergibt einen hohen Bekanntheitsgrad der wichtigsten steuerlichen Maßnahmen (Forschungsfreibetrag bzw. -prämie, Bildungsfreibetrag bzw. -prämie, Lehrlingsprämie und Investitionszuwachsprämie). Allerdings sind Inanspruchnahme und tatsächliche Effekte sehr unterschiedlich. Die Infrastrukturausgaben und die zeitlich befristete Investitionszuwachsprämie erhöhen das österreichische BIP 2003 insgesamt um bis zu ¾%.
