Romanian System Of Professional Training For Public Administration - Evolution And Involution

Abstract

The training system for public administration in Romania has undergone a contradictory evolution over the past 10 years. Growth periods (2002-2004 and 2006-2008) have alternated with periods of regression. In 2009 the National Institute of Administration, the main national actors of professional training for public administration was terminated. In this context it is necessary to assess the current state of the system of training for public administration and its remodeling. Beyond the institutional level we have witnessed transformations in parallel to different approaches to the rights and obligations of civil servants to improve their training.
