Health Capital Estimates for Russian Regions in 2004–2018

Abstract

— The study aims to select an indicator of health capital and estimate it at the regional level in the Russian Federation using econometric modeling for 2004–2018. The article uses data from Russian Longitudinal Monitoring Survey. Two specifications of ordinal logistic models and panel logistic regressions with random effects are used to elicit health socioeconomic, demographic, behavioral, and health-related determinants of the Russian population. The predicted values of self-reported health in the econometric models were used to compute the health capital index for Russian men and women. The health capital for Russia and for eight macroregions is estimated. The estimates revealed significant differences between regions in the health capital stock. The results can be used for inclusion of the health capital estimates in meso- and macro level models and the social filter in the endogenous growth models for regions of the Russian Federation. The identified regional differences in the health capital estimates also indicate the need for a differentiated regional health care policy aimed at reducing inequality while maintaining state guarantees for the provision of free medical care.
