Прединвестиционная оценка эффективности разработок академической науки: опыт ВМНК Ямал. Pre- investment assessment of academic science development experience: case VMNK Yamal

Abstract

В статье проводится анализ возможностей оценки эффективности инновационного проекта на прединвестиционной стадии, систематизируется подход к проведению такого анализа. Предлагается алгоритм общей процедуры оценки потенциальной эффективности научных проектов. Специфика работы заключается в попыткепреодоления факторов неопределённости и неполноты информации, характерных для инновационных проектов научных институтов, ранжировании эффектообразующих показателей в зависимости от времени и места ихпроявления в той или иной сфере деятельности компании-заказчика, анализе потенциала и перспектив использования инновации, а также других факторов, влияющих на процесс проведения прединвестиционного анализа. Представлен практический опыт оценки эффективности научных проектов, предлагаемых для внедрения на одном из дочерних предприятий ОАО «Газпром» в рамках сотрудничества с Институтом нефтегазовой геологии и геофизики СО РАН. In the article the author analyzed the possibilities of effectiveness evaluation of an innovative project at the pre-investment stage, systematized approach to such analysis. In addition, general procedure algorithm for an assessment of scientific project’s potential efficiency is suggested. The specifics of the paper is to try to overcome the factors of uncertainty and information incompleteness, typical for the innovative projects, ranging the key indicators depending on time and a place of their occurrencein different activity fields of the company, analyzing of potential and prospects innovation using, and also other factors influence process of carrying out the pre-investment analysis. Experience of effectiveness evaluation of scientific projects, which is proposed for implementation in OAO «Gazprom», in collaboration with the IPGG SB RAS, is presented.
