Перспективы формирования экспортно ориентированных отраслевых цифровых платформ в рамках развивающихся экосистем в промышленности // The Prospects of Forming Export Oriented Sectoral Digital Platforms within the Framework of Developing Ecosystems in the Industry

Abstract

The importance of forming digital solutions in export oriented industries is grounded not only by the needs of individual enterprises, but also by the necessity to protect national interests in the context of global economy through achieving a position of leadership in certain sectors. The authors demonstrate that inevitability of the process of digital transformations press for transformation of many economic relations. To attain the goals of the research and to make it possible to conduct comparative analysis the authors selected common highand medium technological industries according to the OECD and Rosstat (Federal State Statistics Service). The results of the comparative analysis demonstrate that the raw materials constituent is still great in export and what is needed is the development of institutional implementation medium for the export potential. It is confirmed that underexploitation of the export potential in machine-building industry tends to be a global trend, which allows to form strategies of breaking into global markets. The authors prove that, in the context of current “trade wars” intensification, export buildup is only possible through effective state support. The basis for creating export-oriented digital platforms must be ensured by their embeddedness into the identified sectoral ecosystems, the authors claim. It is ascertained that creating of a “digital profile” of the exporter (of a potential exporter) in a single register of exporters, and forming macroeconomic analytics to coordinate with the general state policy are of crucial importance. The authors come to the conclusion that the most effective realization of export-oriented digital platforms is only possible within sectoral ecosystems to broaden the relation scope of individual enterprises, which promises to greatly support the Russian manufacturers’ competitiveness in the global economy. Актуальность формирования цифровых решений в экспортно ориентированных отраслях промышленности обосновывается не только потребностью отдельных предприятий, но и необходимостью защиты национальных интересов в рамках глобальной экономики. Показано, что неотвратимость цифровизации требует преобразований многих экономических отношений. Для целей исследования и обеспечения возможности сравнительного анализа выделены высокои среднетехнологичные отрасли промышленности согласно зарубежной классификации по версии ОЭСР и общероссийской классификации по версии Росстата. Результаты проведенного сравнительного исследования позволили установить, что до настоящего времени остается доминирующей сырьевая составляющая экспорта и требуется развитие институциональной среды реализации экспортного потенциала. Подтверждено, что недоиспользование экспортного потенциала в машиностроении имеет признаки общемировой тенденции, позволяя формировать стратегии прорыва на мировые рынки. Доказано, что только за счет конкурентных рыночных стратегий в условиях «торговых войн» достичь наращивания экспорта можно только при эффективной поддержке государства. Показано, что создание экспортно ориентированных цифровых платформ должно обеспечиваться их включенностью в идентифицированные отраслевые экосистемы. Установлено, что особо значимыми для отраслевых экосистем являются создание в едином реестре экспортеров продукции «цифрового профиля» экспортера (потенциального экспортера) и формирование макроэкономической аналитики, обеспечивающих согласование экспорта с общей политикой государства. Сделан вывод о том, что наиболее эффективная реализация экспортно ориентированных цифровых платформ, обещающих оказать существенную поддержку российскому производителю по закреплению конкурентных позиций в глобальной экономике, возможна только при наличии отраслевых экосистем, расширяющих границы взаимодействия отдельных предприятий.
