Системные Проблемы И Угрозы Национальной Инновационной Системе России // Systemic Problems And Threats To The National Innovation System Of Russia

Abstract

The paper is concerned with building an effective model of the innovative growth of the Russian economy. The subject of research is the forms, methods and institutions involved into cooperation of NIS participants. The purpose of research was toidentify the key problems and conditions for the NIS development in Russia. The paper focuses on systemic problems such as the imbalance of the Russian economy structure based primarily on the production and exports of natural resources; the chronic R&D underfunding; the inefficient institutional climate for innovations promotion; and the lack of demand for intellectual output on the part of business structures. Based on the analysis it is concluded that the national economy needs structural diversification, enhancement of the scientific and technological potential and creating incentives for the development of innovative entrepreneurship. Статья посвящена вопросам формирования эффективной модели инновационного роста российской экономики. Предмет исследования - формы, методы и институты взаимодействия субъектов национальной инвестиционной системы. Цель работы - выявление ключевых проблем и необходимых условий развития национальной инвестиционной системы. В статье акцентируется внимание на таких системных проблемах, как несбалансированность структуры российской экономики, основанной, прежде всего, на добыче и экспорте природных ресурсов, недостаточное финансирование научных исследований и разработок, неэффективность институциональных условий для внедрения инноваций и отсутствие спроса со стороны бизнеса на результаты интеллектуального труда. На основе проведенного анализа сделан вывод о необходимости структурной диверсификации национальной экономики, наращивании научно-технического потенциала в науке и создании стимулов для развития инновационного предпринимательства
