Реформа, Которая Согревает: Что Ожидают От Преобразований В Теплоснабжении

Abstract

Российский сектор теплоснабжения находится на переходной стадии к новой системе тарифного регулирования. Считается, что действующая система регулирования тарифов во многом является причиной образовавшихся в секторе проблем. По мнению экспертов и участников отрасли, новая система регулирования может решить большую их часть. При этом мнения заинтересованных сторон о вводимой системе тарифного регулирования расходятся: одни полагают, что существующую степень регулирования нужно сохранить, другие же считают, что ее можно значительно ослабить. Основная причина разногласий заключается в том, что сфера теплоснабжения является неоднородной. Помимо того, параллельно приходится учитывать интересы большого количества участников из смежных сфер (электроэнергетики, систем коммунального хозяйства, исполнителей жилищных услуг), а также различных групп потребителей. Различные подходы к тарифному регулированию, в свою очередь, могут привести к разным результатам как для производителей, так и для потребителей.
