Международный Опыт Применения Инструментов Эффективного Расходования Средств Федерального Бюджета

Abstract

В условиях сохранения нестабильности национальных и мировой экономических систем очень важно обеспечить эффективное расходование бюджетных средств. Международная практика накопила определенный опыт применения современных инструментов, использование которых позволяет повысить эффективность расходования средств федерального бюджета. Одним из основных инструментов достижения этой цели во многих странах является внедрение принципов бюджетирования, ориентированного на результат (БОР). Такая работа ведется и в Российской Федерации. В статье обобщен опыт внедрения механизмов эффективного бюджетного расходования в рамках концепции БОР в ряде стран с рыночной экономикой, даны наиболее общие характеристики среднесрочного бюджетирования и его общие черты, что позволило сделать обоснованные выводы о мерах по повышению эффективности расходования государственных (муниципальных) бюджетных средств в условиях перераспределения государством значительной части национальных доходов.
