О Роли Независимой Оценки В Формировании Многофакторного Национального Рейтинга Высших Учебных Заведений

Abstract

Рассматривается проблема определения роли официальных и независимых рейтингов в российской национальной системе высшего образования. Проведен обзор основных рейтинговых систем, формирующих оценку образовательного пространства России и зарубежных стран. В контексте определения позиций российских и зарубежных вузов в глобальных и национальных рейтингах обозначены тенденции влияния общественных, медийных и других организаций на оценку высшего образования. Выдвинуто предположение о возможности использования опыта независимой оценки ведущих зарубежных образовательных систем в российском опыте, основанное на том, что ключевые показатели оценивания вузов в Европе, США и т.д. в целом совпадают с целевыми ориентирами реформирования российской системы высшего образования, показателями мониторинга российских вузов.
