Систематизация Проблем Финансирования Здравоохранения Российской Федерации

Abstract

Практическая реализация новых подходов к финансированию здравоохранения России, которые в настоящее время связывают с внедрением одноканального финансирования, смогла пока решить только небольшую часть проблем, накопившихся в системе за предыдущие годы функционирования бюджетно-страховой модели. В научных публикациях системного представления всего комплекса проблем нет, авторы чаще всего останавливаются на некоторых из них, необходимых для обоснования представляемого материала. Это не дает общей картины, не позволяет оценить масштаб проблем в целом, что и обусловило актуальность данной статьи. Здесь представлены результаты исследования проблем финансирования системы здравоохранения РФ, систематизированные по 12 группам.
