Abstract

Today’s countries, including Russia, that took the independentpath of development and integration into world communityoftentimes face limits of development of their own institutes whichare coping the western one. Most of those who are standing up forreforms, no matter in what environment, scientific or corporate,they are functioning categorically deny institutional reforms inprinciple. It’s of no consideration at all who will be in power inRussia — liberals or socialists — neither ministry of economicsnor health ministry will disappear.
