Abstract

The article is devoted to the study of the problems of the development of physical culture and sports in the Kamensk-Uralsky city district, as well as the experience of implementing a municipal program in this area. A mixed strategy was used to conduct the study, which involves a combination of quantitative and qualitative research methods. Quantitative methods: analysis of statistical data characterizing the state of physical culture and sports in the Kamensk-Uralsky city district, and a questionnaire survey. The article discusses the results of a questionnaire survey of the population of the Kamensk-Uralsky city district conducted in March – May 2022 (the sample size was 892 people). Qualitative methods: analysis of official documents, official websites and the method of visual sociology – photographing sports infrastructure facilities. It is established that on a systematic basis, 49.4% of residents of the urban district aged 3 to 79 years are engaged in physical education and sports. By 2026, it is planned to increase this figure to 55%. As a result of the study, the main problems of the development of physical education and sports in the city district were identified: lack of sports infrastructure, deterioration of sports facilities, outdated material and technical base, insufficient financing of the industry, lack of extra-budgetary sources, low level of awareness of residents about upcoming sports events, holidays and promotions. In conclusion, the authors formulate the main recommendations aimed at the development of the industry and attracting additional sources of its financing.
