La Inversión Territorializada De Fomento: Análisis De Las Diferencias Entre Proyecto, Presupuesto Y Ejecución

Abstract

Este artículo analiza las divergencias entre la inversión territorializada prevista en el proyecto de presupuestos, la aprobada en el presupuesto inicial, y la finalmente ejecutada por el Ministerio de Fomento. Tras una breve referencia al centrifugado de inversiones en dicho ámbito institucional, se aborda la problemática de los datos y se procede a una aproximación descriptiva a ellos. A continuación, se investigan empíricamente los determinantes de las diferencias entre el presupuesto aprobado y su liquidación. Las estimaciones econométricas muestran que las variables presupuestarias y de gestión son, en conjunto, más relevantes que las políticas a la hora de explicar las diferencias en el grado de ejecución presupuestaria, tanto en una dimensión intertemporal como interregional.
