Abstract

Los Permisos de Usos de Agua Negociables (PUAN) se están planteando como una respuesta ortodoxa frente al aumento de la vulnerabilidad hídrica; sobre todo en los grandes centros urbanos. Desde la lógica neoliberal, este instrumento de mercado se considera como el mecanismo idóneo para una asignación eficiente del recurso hídrico. Sin embargo, evade el tema de los costes sociales. En contraparte, el artículo explora la posibilidad y limitantes de incorporar a los PUAN para propiciar una mayor justicia social y responsabilidad ambiental. Las perspectivas de la Economía Ecológica y de la Nueva Cultura del Agua sirven de referentes analíticos y metodológicos para este fin.
