Les difficultés de la réalisation du rattrapage technologique. Une approche théorique de la convergence conditionnelle

Abstract

[eng] This article models a trhree-sectoral small open economy which chooses an import-led-growth strategy. The imported capital goods compete the domestic inputs and the resulting resources reallocations qualify entirely the final issue of the strategy. The aim is to show that the catching-up hypothesis is not only qualify by the traditional access constraints (insufficient initial level of human capital, pro­hibitive adaptation costs of foreign inputs) but also by realization constraints. [fre] Cet article traite d'une petite économie ouverte important des biens capitaux qui incorporent les technologies avancées du reste du monde. Ces biens entrent en concurrence avec certains des inputs nationaux. Les mécanismes de réalloca­tion de travail qui en résultent conditionnent largement l'issue finale de la straté­gie. L'enjeu est de montrer que l'hypothèse de rattrapage technologique n'est pas seulement conditionnée par les contraintes d'accès traditionnellement mises en évidence (niveau initial de capital humain insuffisant, coût d'adaptation des inputs étrangers prohibitif), mais aussi par des contraintes de réalisation liées aux modi­fications des processus internes d'apprentissage provoquées par l'importation des biens capitaux.
