Abstract

[fre] Le présent article fait le point sur le rôle du secteur privé dans la résolution des crises financières sur les marchés émergents. Dans un premier temps est exposé le cadre conceptuel relatif à l'interaction entre les bailleurs de fonds privés, les emprunteurs souverains et les Institutions financières internationales, La participation du secteur privé dans la résolution des crises majeures de ces dernières années est ensuite examinée avant d'étudier l'évolution de la politique mise en place en la matière ainsi que le statut des concepts de MRDS et de clauses d'action collective concernant les obligations. L'auteur considère ensuite l'ébauche de réponse du secteur privé à ces questions. Enfin, prenant en compte l'importance des leçons à tirer du cas argentin, il tente de dégager les principaux éléments d'une politique équilibrée permettant d'aller de l'avant. . Classification JEL : E44, G15, 019 [eng] The role of the private sector in resolving financial crises : where do we stand ?. This essay seeks to recapitulate the current status of a central issue : in global financial governance : the role of the private sector in resolving financial crises in emerging markets. It first sets forth the conceptual economic framework for the interaction between private lenders, sovereign borrowers, and international financial institutions. It then reviews the record on « private sector involvement » in resolving the major crises of recent years. The discussion then turns to the evolution of policy and the development and status of the SDRM idea as well as that of collective action clauses in bonds. The emerging response of the private sector to these issues is then considered. Taking into account the potentially important influence of the Argentine case on likely policy evolution, the essay concludes with an attempt to outline a balanced policy approach for going forward. .
