Abstract

[fre] L'ouverture des réseaux à la concurrence s'est traduite par une mise en pièces de l'offre de services afférents. Parallèlement, elle a conduit les opérateurs à adopter des comportements stratégiques autour de l'interconnexion de leurs réseaux. Cet article se propose de rendre compte de ces deux éléments, largement complémentaires, en s'appuyant à la fois sur l'économie des réseaux et la théorie néo-institutionnelle. Cette double approche permet de montrer que les « modules » interconnectables à partir desquels les opérateurs construisent leurs stratégies, sont définis non seulement par la technique, mais aussi par les institutions qui peuvent ainsi remettre en cause les droits de propriété sur les réseaux. De ce point de vue, la comparaison entre Internet et les réseaux de téléphonie est riche en enseignements. [eng] The competitive provision of network services has led to the break-up of the underlying infrastructures. The operators have also adopted strategic behaviours in matters of networks interconnection. This paper analyses these two broadly complementary features, using the results of network economics and the neo-institutionalist theory. We show that the interconnectable modules in the networks are not only defined by the technology, but also by the institutions which can even uphold property rights on these networks. From this point of view, the comparison of Internet and the telephony provides some interesting tessons.
