W.W. Rostow et le discours sur l'économie en Corée du Sud dans les années 1960

Abstract

[fre] Résumé . Walt W. Rostow s'est rendu célèbre par son ouvrage Les étapes de la croissance économique : un manifeste anti-communiste, paru en 1960. Conseiller économique des Présidents américains, Kennedy et Johnson, il développait l'idée que l'aide américaine au développement, en assurant la croissance économique dans le Tiers Monde, constituait la meilleure des armes contre la menace communiste. Dans cette perspective, il fallait éduquer les élites du Tiers Monde et, en premier lieu, les militaires. L'effort devait en particulier se porter vers les pays ayant accumulé les conditions préalables au démarrage (Take-off) : Grèce, Philippines, Taiwan, Turquie et Corée du Sud. Dans ce dernier pays, les idées de Rostow connurent un écho remarquable, au point que le « take-off » devienne un thème majeur de l'action politique en Corée. Ce succès des idées de Rostow contribua à la fois à l'américanisation de la société coréenne et à l'affirmation d'un modèle coréen de développement. D'ailleurs Rostow considère le cas de la Corée du Sud comme l'exemple - type validant ses théories. [eng] Abstract . Walt W. Rostow became famous through his book "the stages of economic growth": an anti-communist manifest that was published in 1960. As an economic adviser to American presidents Kennedy and Johnson, he developed the idea that American aid to development, by providing economic growth in the Third World, was the best defence against economic threat. . In this perspective Third World elites had to be educated and first the military. Efforts had to be made toward countries having accumulated before the "take-off": Greece, Philippines, Taiwan, Turkey and South Korea. In that last countries, Rostow' s ideas reverberated to an important echo, to the point that the "take-off" became a major theme of political action in Korea. The success of Rostow 's ideas contributed to both the Americanization of Korean society and to the affirmation of a Korean way of development. Rostow himself considered South Korea indeed as the most suitable example for makings his theories valid.
