Macroeconomic Conditionality within EU Cohesion Policy and its Possible Extension into Other Areas of EU Law

Abstract

As part of the Multiannual financial framework 2014-2020 negotiations, the European Commission proposes a much broader employment of the so-called macroeconomic conditionality within the EU Cohesion Policy. The proposed tool should increase cohesion policy's efficiency and improve its functioning by imposing economic policy conditions for usage of Common Strategic Framework funds. This paper focuses on the definition, legal basis and scope of macroeconomic conditionality, as proposed by the Commission, as well as on the possibility of its extension into other areas, such as Pillar I of the common agriculture policy, and correction mechanisms of the EU budget's income side.
