Abstract

Dans le présent document, je souhaite aborder certaines questions fondamentales concernant la nature des connaissances relatives à la réforme de la gestion publique, et en particulier sa transférabilité entre différents pays et contextes. Je m’intéresserai principalement au fait que les connaissances concernant ce qui fonctionne et ce qui ne fonctionne pas dépendent en général très largement du contexte, c’est-à-dire qu’une technique ou une structure organisationnelle qui porte ses fruits dans un endroit peut s’avérer un échec dans un autre. Ainsi, pour parler sans ambages, il n’existe pas de jeu d’outils généraux pouvant être transféré d’une administration à une autre à travers le monde avec la certitude qu’ils fonctionneront bien à chaque fois....
