Building E-Governance Through Reforms: The Bulgarian Experience

Abstract

E-governance is one of the priorities of the Bulgarian government's policy. This is one of the ways for getting out of the economic crisis, reducing corruption, reducing administration costs and improving its transparency. The use of ICT in democratic practice is viewed as a new opportunity for the implementation of the transparency of institutions, improving communication with the public administration and enriching the content and scope of dialogue with them. It is important to significantly strengthen the topic in the political process by means of appropriate advertising campaigns or lobbying, as well as aid in the form of subsidies and incentive programs. Government informatization is a process that requires more administrative resources. Therefore, you must create a comprehensive system of indicators to assess the e-governance development stages in Bulgaria and the methodology of its practical application. The problems and prospects of development of informatization of public authorities in Bulgaria have been analyzed, the basic tendencies of development of effective systems of electronic services have been revealed. Achievements in the implementation of e-governance in Bulgaria are significant, but not sufficient. There is basic infrastructure, but to date only a part of the work required for the provision of electronic services has been done. The underlying complex services are not available, there is insufficient understanding of the complex legal issues and there are no clearly defined requirements to developers of systems and services. The overall development of electronic local government is low, but it is encouraging that the analysis revealed a lot of good examples that could serve as a model for other countries.
