Target Programs Of Development As An Effective Tool For State Regulation Of The Agro-Industrial Complex

The features of the state and regional target programs designed to ensure the development of the agro-industrial sector of Ukraine have been reviewed; their current features have been defined; a mechanism of effective implementation of relevant programs in terms of the European integration aspirations of Ukraine has been offered. The features of the target agro-industrial development programs have been analyzed and effective implementation ways have been substantiated. The general scientific methods (in particular, synthesis and analysis, induction and deduction), as well as special methods (abstract and logical, monographic, statistical and economic and so on), have been used to analyze the specific target programs in the agrarian sector, the programs and concepts of the rural development and regional programs for the effective functioning of the agricultural sector (with Dnipropetrovsk region taken as an example). In the process of research on the implementation of the target programs some negative tendencies have been discovered, particularly in the context of comparison of the planned and actual indexes. Both the problematic aspects of functioning of the agrarian sector and problems that hinder the achievement of the economic and social effect of target development programs have been identified. In particular, insufficient financing and inefficient use of trust funds and contradictions of the legislative leverage hinder the practical implementation of the above programs. In the author's opinion, an important step towards solving the current problems should be the strengthening of state control over the process of implementation of the programs and concepts, extension of counselling, training and consulting services.
