New Competences Of Employees And New Roles Of Human Resource Services In The Human Potential Formation In Terms Of Innovation

Abstract

Now Ukraine is undergoing a transition from an industrial economy to the information society. There is a growing understanding of economic development as, above all, human development, expansion of human functions and potentialities, the accumulation of human capital and using it in the extended social reproduction in favour of every member of society. In Ukraine, the theme of human development, while remaining entirely pragmatic and linked to socio-economic objectives, has acquired a new quality and gave rise to the development of theoretical concepts of human potential. To a large extent the changes in personnel services (in terms of substantive content, enhanced functions, competencies, authority and responsibility) are associated with the transition from an industrial economy to an information society. Performing an extended list of functions will allow human resources managers to plan human resources of an enterprise more distinctly and be most directly involved in its formation and development. Thus, for the implementation of programs of human capacity improvement the Head of Human Resources can and should improve their own management capacity. The activities of Human Resources Departments during the economic crisis should be aimed primarily at the optimization of the number of personnel, the formation and development of a human core. This is the essence of the crisis personnel management policy, which has to be active and effective. The personnel management service should possess the tools of diagnosis, feedback from the staff, personnel programs aiming to retain, consolidate and develop the staff core. The personnel management system should be linked to the pay planning and motivation system.Using different forms of stimulation and motivation of labour will guide the organization to rally the team, improve staff training and provide a way out of the crisis. The article specifies the current issues of improvement of personnel work in the formation of human capital of enterprises in market conditions and outlines the methodological problems of staff personal competencies formation in the information economy. The key points in the improvement of the human potential management due to the introduction of scientific and technological progress in the production and management of enterprises have been identified.
