The price of pharmaceutical products in Italy. On some recent trends

Abstract

Questo contributo analizza e commenta alcune tendenze recenti nella regolazione dei prezzi delle specialità medicinali. Il lavoro si concentra sulla crescente difficoltà nel riconciliare le richieste di prezzo per i farmaci maggiormente innovativi, sviluppati dalle imprese a valle di attività di ricerca e sviluppo pluriennali e in condizioni d'incertezza, con i vincoli di bilancio progressivamente più stringenti a cui sono sottoposti gli Stati e i compratori istituzionali. Questa tensione può essere affrontata rinnovando i metodi di stima della qualità e del valore d'uso dei medicinali. La storia della regolamentazione in Italia e le sfide aperte dal Mercato Comune Europeo mostrano, invece, che per la regolazione di prezzo non ci si può basare su schemi di tipo "cost plus" o sull'applicazione di prezzi di riferimento esterni, costruiti considerando i prezzi su mercati esteri.
