A humán erőforrás technológiai fejlődésben betöltött szerepének mérési sa-játosságai

Abstract

A gazdaságban végbemenő technológiai változásokat az új tudás létrehozása és gyakorlati al-kalmazása teszi lehetővé. A technológiai fejlődés ezért értelmezhető a tudásfelhalmozás sajátos formájaként is, melynek megvalósulásában az országok humán erőforrásbeli adottságai kulcs-fontosságú szerepet töltenek be. Az emberi erőforrás technológiai fejlődéshez való hozzájárulása közelíthető mennyiségi, azaz a népességhez kapcsolódóan a munkakínálat oldaláról, illetve minőségi aspektusban is, mely a humán tőke jellemzőit helyezi a középpontba. A humán tényezők szerepe nem vitatható a technológiai újítások folyamatában, de mérhetősége változatos képet mutat a nemzetközi összehasonlításokban. Jelen tanulmány egy rövid áttekintést kíván nyújtani a technológiai fejlődés szempontjából elengedhetetlen humán erőforrás mérési sajátosságairól, s összehasonlítást végez a kiemelt területeken az európai országok vonatkozásában innovációs teljesítményük figyelembevételével. Célunk, hogy a későbbiekben a mérési módszerek előnyeit ötvözve újszerű özelítésben vizsgáljuk, hogy a humán erőforrás fejlesztését mely területekre kell összpontosítani ahhoz, hogy a kevésbé fejlett országokban elinduljon a technológiai felzárkózás.
