Elementos del mercado internacional para el diseño de una política energética en México

Abstract

En los años recientes, el sector energético internacional ha registrado eventos significativos que han impactado el desempeño de la economía mundial. Este documento tiene el objetivo de ofrecer elementos del ámbito internacional que contribuyan al diseño más robusto de la política energética mexicana. Para ello, se realiza un análisis de las consideraciones generales del proceso de globalización económica y de cómo México se ha insertado en esa dinámica. Paso seguido, se realiza un diagnóstico del sector energético internacional, y en particular del mercado petrolero, con el objeto de identificar los principales factores estructurales de desempeño que inciden en el diseño de la política energética nacional. Se concluye sobre la conveniencia de que el diseño de la política energética contemple los elementos discutidos a fin de contribuir de manera sustentable a la seguridad energética de México, amén de servir de palanca de impulso de su aparato productivo./ In the recent years, the international energy sector has registered significant events that had impacted over the performance of the world economy. This document has the aim to offer elements of the international area that allows designing the Mexican energy policy. For that reason, it is realized an analysis of the general considerations of the process of economic globalization and how Mexico has been inserted in this dynamics. It realizes a diagnosis of the international energy sector, and especially of the petroleum market, in order to identify the principal structural factors that affect the design of the national energy policy. It concludes on the convenience that the design of the national energy policy contemplates the elements discussed in order to contribute to provide sustainable and safety energy in Mexico, amen of using the energy sector as lever of impulse of the Mexican economy.
