La transparencia integral, atributo para una eficaz administración pública

Abstract

La transparencia puede verse como un asunto simple, o bien, integral si se constituye en una cualidad inseparable de la gestión pública, si se pasa al análisis de la conducta de gobernantes y funcionarios. No es fácil realmente valorar el desempeño de los servidores públicos si no se parte de una transparencia integral que implica no sólo el acceso de la información, sino que involucra a diversos instrumentos como la fiscalización de la cuenta pública, la rendición de cuentas y la evaluación. Se descubre que puede alterar la estabilidad política de los regímenes, toda vez que la transparencia integral afecta la permanencia del poder político ante el reclamo de una sociedad democrática. Se parte de una información obligatoria y accesible al público, según la Ley Federal de Transparencia, mientras que haya otra información etiquetada como confidencial o reservada, que oculta y preserva la seguridad del Estado mexicano./ The transparency can be seen as a simple affair; or as an integral one if is an inseparable quality of the public step, if goes over to the analysis of the government and civil servant behavior. It’s not easy to actually observe performance of public servant if it doesn’t begin from integral transparency, which not only implies the access to the information, moreover involves different instruments as the auditing of the public account, the accountability and the evaluation. It discovers that can modify the politic stability of each regime, every time the integral transparency affects the permanency of politic power in the presence of democratic societies’ claims. It begins form obligatory and accessible information to public, according to the Federal Law of Transparency; as long as there is other information labeled as confidential or reserved, which is preserved for the security of the Mexican State.
