Abstract

According to OECD (Organization for Economic Cooperation and Development) in 2000 the United States government transferred to agriculture 327 000 millions of dollars, that is, more than the world value of agricultural trade. Institutions promote free markets. But in order to do so, first it is necessary to eliminate distortions inside of the internal aids, subsidies and exportation subventions. So, the question is why some countries are protecting non competitive farmers and affecting productive ones.
