Η Σταδιακη Διαμορφωση Τησ Ευρωπαϊκησ Μεταναστευτικησ Πολιτικησ

Abstract

Το μεταναστευτικό φαινόμενο αποτελεί ένα παγιωμένο χαρακτηριστικό της σύγχρονης πραγματικότητας και αναμένεται ότι θα ακολουθήσει αυξητική τάση. Κατά τις δύο τελευταίες δεκαετίες η Ευρωπαϊκή Ένωση έχει γίνει αποδέκτης σημαντικών μεταναστευτικών ρευμάτων τα οποία πρέπει να τύχουν κοινής αντιμετώπισης από τα κράτη μέλη. Η Ευρωπαϊκή Μεταναστευτική Πολιτική διαμορφώνεται σταδιακά και αναπτύσσεται σε τρεις άξονες :τον προγραμματισμό της νόμιμης μετανάστευσης και την ενσωμάτωση των μεταναστών στις κοινωνίες υποδοχής, την διαμόρφωση μιας κοινής πολιτικής ασύλου, και τέλος την αποτροπή και αντιμετώπιση της παράνομης μετανάστευσης. Στην αντιμετώπιση της παράνομης μετανάστευσης, εκτός από τις δράσεις που αναπτύσσονται στο πλαίσιο της Μεταναστευτικής Πολιτικής, καλείται να συμβάλλει και η Εξωτερική Πολιτική της Ένωσης περιορίζοντας τις αιτίες που την κινητοποιούν. Η Μεταναστευτική Πολιτική αναπτύσσεται υπό τις ιδιαιτερότητες του Ευρωπαϊκού οικοδομήματος στο οποίο η μεν φύλαξη των εθνικών συνόρων δεν αποτελεί κοινή αρμοδιότητα αλλά αρμοδιότητα των κρατών μελών, η υιοθέτηση όμως του χώρου Σένγκεν έχει ως συνέπεια την κατάργηση των ελέγχων στα εσωτερικά σύνορα- δεδομένα που επιβαρύνουν δυσανάλογα τα κράτη που βρίσκονται σε εξωτερικά σύνορα.
