Migración internacional en América Latina y el Caribe: una mirada de desarrollo y derechos

Abstract

En América Latina y el Caribe, donde todos los países son países de origen, destino, retorno o tránsito migratorio, está aumentando la intensidad y complejidad de la migración internacional. Los flujos migratorios se caracterizan cada vez más por la irregularidad y las personas migrantes representan uno de los grupos poblacionales más vulnerables, al ser víctimas de estigmatización, discriminación, xenofobia y racismo. Sin embargo, mediante el trabajo, el emprendedurismo, las remesas y los aportes tributarios, así como su cultura, las personas migrantes contribuyen al desarrollo sostenible. Para potenciar esas contribuciones, se necesitan políticas públicas y una gobernanza migratoria a nivel multilateral, nacional y local basada en la imbricación de la migración con el desarrollo y el cumplimiento de las obligaciones de los países en cuanto a la protección de los derechos humanos.
