Los efectos de la formalización de la propiedad de la tierra sobre la reducción de la pobreza rural: evidencia de Perú y Honduras

Abstract

Mediante un método mixto cuantitativo-cualitativo se analiza el impacto de la titulación de la tierra sobre la reducción de la pobreza en las áreas rurales de Perú y Honduras. Los resultados indican que la titulación en estos países es necesaria y suficiente para aumentar ligeramente la actividad de los mercados de alquiler de tierra y de crédito, con el consiguiente impacto, pequeño pero significativo, sobre los ingresos de los hogares rurales. El principal problema que se produce es el elevado coste del proceso de titulación, que parece ser mayor que sus potenciales beneficios, provocando que la mayoría de los propietarios no tenga incentivos para obtener el título. La solución propuesta es por tanto abaratar y simplificar el procedimiento de titulación. Abstract. This article uses a quantitative-qualitative mixed approach to study the poverty reduction impact of land titling in Peru and Honduras. Results indicate that titling in these countries is necessary and sufficient to increase land rental and credit market activity, which in turn has a little, but significant, impact on rural household’s income per capita. The main problem in both countries is that the cost of the titling procedure seems to be higher than the benefits, and therefore owners do not register their land. The proposed solution is then to lower costs and simplify the legal-administrative procedure.
