Importancia da intervencao publica na economia de mercado

Abstract

O sector público desempenha importantes tarefas de afectação e de redistribuição de recursos na sociedade. Mas, a promoção da eficiência, da equidade e do estímulo ao crescimento e à estabilidade, são as suas grandes linhas gerais de orientação, as quais orientam-se para a produção de bem-estar para os cidadãos. Por tal facto, grande tem sido o debate que se tem produzido, ao longo dos tempos, sobre os objectivos da sua intervenção na economia de mercado. Assim, uma das razões da intervenção pública na economia de mercado, reside no facto de esta não estar, à partida, disponível para fornecer bens públicos nem tratar das externalidades, o que produz falhas de mercado. Estas poderão ser entendidas como comportamentos tendentes à viciação das regras de jogo de mercado que violam os princípios da economia competitiva, o que vai provocar distúrbios na eficiência do mercado, quer na perspectiva da produção, quer na da distribuição, facto que neutraliza a intensidade do bem-estar da população em geral. The public sector plays a major role in allocating tasks and in distributing resources within a society. However, the broad guidelines should be those which lead to production and well being for its citizens, and therefore, the guidelines should promote efficiency, equity, thus stimulating growth and stability. Consequently, a lively debate has taken place concerning the objectives of the state’s intervention in the market economy.Therefore, one of the reasons for state intervention in the market economy resides in the fact that it is not inclined to furnish public goods as well as not to deal with externalities which lead to market failures. These can be understood as behaviours leading to adulteration of the market game rules thus violating the principles of a competitive economy. In turn, this leads to disturbances in the market efficiency, be it in the production or distribution perspective, a fact which neutralises the well being of the population as a whole.
