Zur Entwicklung der Effektivlohnstruktur in den neuen Bundesländern

Abstract

Die unterschiedliche Entwicklung der Unternehmen in Ostdeutschland schlägt sich auch in der Entlohnung der Beschäftigten nieder. Neugegründete und schon frühzeitig privatisierte Unternehmen zahlen nicht nur höhere Effektivlöhne als Unternehmen, die noch unter Verwaltung der Treuhandanstalt stehen, sondern unterscheiden sich auch deutlich in der Entwicklung der effektiven Lohnstruktur. Während in den Treuhandunternehmen die noch weitgehend anreizarmen Strukturen der DDR gelten, hatten neugegründete und frühzeitig privatisierte Betriebe schon im Frühjahr 1991 ähnliche Entlohnungsmuster wie westdeutsche Unternehmen. Erwerbspersonen im mittleren und höheren Lebensalter haben nicht nur ein hohes Beschäftigungsrisiko, sondern sie müssen selbst im Falle der Erwerbstätigkeit Einkommensnachteile hinnehmen, da ihre Berufserfahrung kaum noch gefragt ist. Außerdem werden in neuen Betrieben, die in relativ kurzer Zeit das westdeutsche Einkommensniveau erreichen werden, bevorzugt Jüngere beschäftigt.
