Deutlicher Zusammenhang zwischen Innovationsfähigkeit und Einstellungen zu Wissenschaft und Technik im internationalen Vergleich

Abstract

The article deals with the question if values of citizens and their attitudes towards science and technology have a critical impact on the innovative capacity of a country. The social climate for innovation and the innovative capacity of a country are multidimensional phenomena. They can be measured and assessed by the composite innovation indicator of the DIW Berlin. Results of international surveys provide the database for values and attitudes of citizens. For 17 selected industrial countries the analysis reveals positive correlations between some sub-indicators of the social innovative climate, particularly of the attitudes towards science and technology, and the innovative capacity. Furthermore, scientific and technical knowledge as well as trust in innovation actors support positive attitudes towards science and technology. In our sample of industrial countries Germany ranks middle both with respect to innovative capacity and attitudes of their citizens towards science and technology. Im Mittelpunkt des Artikels steht die Frage nach dem Einfluss von Werten und Einstellungen der Menschen zu Technik und Wissenschaft auf die Innovationsfähigkeit eines Landes. Das gesellschaftliche Innovationsklima und die Innovationsfähigkeit sind mehrdimensionale Phänomene. Deshalb wird die für den Innovationsindikator des DIW Berlin erarbeitete Methodik genutzt, um ihre einzelnen Komponenten zu messen und schließlich auch zusammenzufassen. Datengrundlage zur Erfassung von Werten und Einstellungen sind die Ergebnisse repräsentativer Personenbefragungen. In den 17 hier untersuchten Industrieländern zeigen sich positive Korrelationen zwischen Indikatoren für einige Facetten des gesellschaftlichen Innovationsklimas, darunter besonders der Einstellungen zu Wissenschaft und Technik, und der Innovationsfähigkeit. Auch ist zu erkennen, dass das Vorhandensein von naturwissenschaftlich-technischen Grundkenntnissen sowie von Vertrauen in die Innovationsakteure ihrerseits positive Einstellungen zu Technik und Wissenschaft unterstützen. Deutschland liegt sowohl hinsichtlich seiner Innovationsfähigkeit als auch bei den Einstellungen der Bürger zu Wissenschaft und Technik im Mittelfeld der untersuchten Industrieländer.
