Abstract

Обект на изследване в студията е публичният дълг, а предмет – инструментите за измерване (мониторинг), оценка и анализ на дълга в условията на разрастваща се глобална дългова криза. Във фокуса на анализа са две работни хипотези: Първо. Определянето на състоянието във външния сектор на икономиката е функция на кумулативния израз на салдата по отделните аналитични валутни баланси, от една страна, и състоянието и тенденциите в нейния външен дълг. Второ. Дълговата криза в 21 век от явление, типично за развиващите се страни, се превръща в глобален проблем, чието решаване изисква прилагане на разнообразие от мерки и решения с национален и международен характер. Целта на студията е да развие идеи за методически издържана в международен план оценка на актуалното състояние на публичните дългове като основа за провеждане на национални и международно съгласувани политики за неговото управление.
