Ökonomische Perspektiven für die Almwirtschaft in Österreich im Rahmen der GAP bis 2020 und nach Auslaufen der EU-Milchquote

Abstract

In den kommenden Jahren ändern sich wesentliche Rahmenbedingungen für die Almwirtschaft in Österreich, insbesondere als Folge der Reform der Gemeinsamen Agrarpolitik und dem Ende der EU-Milchquotenregelung. Vor diesem Hintergrund analysiert die vorliegende Studie die ökonomischen Perspektiven der Almbewirtschaftung in den kommenden Jahren. Zehn Fallstudien, die typische Produktionssysteme im Bundesgebiet abbilden, stellen die Grundlage der quantitativen Analysen dar. Konkret wird danach gefragt, (i) in welchem Ausmaß die Almwirtschaft in der laufenden Programmperiode zum wirtschaftlichen Erfolg der Heimbetriebe beiträgt, (ii) wie sich die Rentabilität von Heimbetrieben unter einer reformierten Gemeinsamen Agrarpolitik ab 2014 verändern könnte und (iii) wie sich das Betriebsergebnis von Milchkuhbetrieben entwickelt, wenn als Folge des Milchquotenendes keine Kühe mehr gealpt werden? Die öffentlichen Gelder im Rahmen der Gemeinsamen Agrarpolitik tragen wesentlich zur Wirtschaftlichkeit der Almwirtschaft bei und somit hat deren Ausgestaltung für die Zeit nach 2013 markanten Einfluss auf die Zukunft dieser traditionellen Bewirtschaftungsform.
