Preisanstieg 1990 : übertriebene Inflationsängste nicht gerechtfertigt

Abstract

Nach Meinung des Verfassers zeigen der Preisindex des Bruttosozialprodukts (BSP-Deflator) und der Preisindex der letzten inländischen Verwendung die Preisbewegung auf den Märkten umfassender als der üblicherweise herangezogene Preisindex für die Lebenshaltung aller privaten Haushalte. Er definiert die beiden Begriffe und stellt den Preisanstieg für 1990 laut Schätzungen des ifo-Instituts vor. Nach BSP-Deflator wird die Inflationsrate ca. 3,5% betragen. Die Wirtschafts- und Währungsunion mit der DDR dürfte durch die freigesetzte Kaufkraft der "DDR-Mark" den Preisanstieg erhöhen. Allerdings wird sich die DDR-Nachfrage nicht nur auf Waren richten, die in der Bundesrepublik hergestellt wird, so daß die Nachfrage auch mit Lieferungen anderer Länder befriedigt werden kann. Nachdem die Geldmengenkontrolle weiterhin bei der Deutschen Bundesbank liegen würde, dürfte der Inflationseffekt der Wirtschafts- und Währungsunion allenfalls 1/2 Prozentpunkt betragen (gemessen am BSP-Deflator). Einschließlich des "DDR-Effekts" ergibt sich für 1990 ein BSP-Deflator-Anstieg von 3,5-4%, eine Steigerungsrate von 3,25-3,75% für den Preisindex der letzten inländischen Verwendung und von 3,5% für den Preisindex des des privaten Verbrauchs.
