Comment concilier débat public et décision rationnelle ? Vers une méthode d'évaluation démocratique

Abstract

We wonder about conflicts which occur after community facilities and amenities are implemented. Why can?t tools of evaluation and decision aid anticipate these conflicts ? Why can?t they allow to consider citizens interests ? These conflicts on public projects highlight how it?s difficult to conciliate rational decision and participation in public debate. They emphasize how it?s difficult to make citizens part of the public decision-making process. The difficulty comes from the rational decision bases which restrain citizens participation. The latter?s logic is that of a traditional economic calculus whose operationality is ensured by cost-benefit analysis. The previous operating tool aims not to confront the stakeholders point of view. It aims to fix the project which allows the best allocation of public resources. To conciliate public debate and rational decision, we are proposing a democratic evaluation method as a tool in negociation and an aid to decision-making. Classification JEL : D 740, H540, O022.
