Abstract

Identifying, evaluating and the systematization of the damages and dysfunctions that occur during torrent – control structures service (as a synthesis of their behaviour) represent the tracking manner to capture the interaction between hydrotechnical works and the environment. This interaction is embodied in the intensity and frequency of various behavioural events occurred. Due to multiple damages types (cracks, breaks, erosions, etc.) it is required to substantiate a single parameter incorporating the combined effect of all important behavioural events occurred during torrent – control structures service. This unique parameter was established after an extensive research (since 2009 till 2011) regarding the behaviour of torrent – control structures built in Romania. Through this research, carried out in all major Romanian catchment areas, it has been done a detailed knowledge on the behaviour, dynamics, economic and functional efficiency of the torrent – control structures, which led to scientific substantiation of a monitoring system for these works contributing to achieve some objectives of the “National Strategy for Flood Risk Management” developed by Romanian Government in 2010. Decision makers on torrential watershed management own reports that ease their job by using a tracking system that captures the status of hydrotechnical works through its condition rate, allowing real-time whereabouts of its dynamics. In this way, the distribution of resources needed to repair torrent – control structures become objective, and watershed managers are able to make a gradual investment depending on the damage degree of the works.
