Abstract

Public procurement is one of the sources for money draining in Europe. Corrupt officials agree to corrupt public procurement contracts that ultimately serve their personal interests instead of the public good. This undermines the states welfare and rewards dishonesty, disloyalty, and venality. The EU is trying to manage this problem. The task facing it is huge, but it has made some progress. It needs to do more to ensure compliance with public procurement standard and prosecuting offenders. This paper presents an overview of main public procurement issues, including some of the recent good practices concerning public procurement in the EU.
